Research On Comprehensive Decision-making Of Project Financing And Management Mode For Native Urban Rail Transit

With the continuous development of economy and urbanization,the population is constantly gathering in the city.After a large number of population has accumulated in the city,most of the first and second tier cities are facing the problem of urban traffic congestion.In order to meet the needs of the development of urbanization,it is urgent and necessary to develop the urban rail transit.Urban rail transit projects have the characteristics of energy saving,land saving,large traffic volume,all-weather,pollution-free(or less pollution)and safety passenger services,so they are highly praised by all sectors of the society.In recent years,such urban rail transit projects are widely supported by local governments.The construction of urban rail transit project needs to consider two aspects of project financing and operation management.These two aspects affect each other.The former determines whether the project has capacity-building,and the latter determines whether the project can recover the investment cost and achieve sustainable development.How to think about these two issues is related to the success of urban rail transit project construction and operation.For this kind of decision-making problem,analytic hierarchy process has a good effect.In this paper,combined with specific cases,the comprehensive decision-making of urban rail transit project financing and operation mode is studied.Based on the analysis and summary of domestic and foreign urban rail transit projects,this paper classifies the sources of funds used for construction,and subdivides the urban rail transit projects according to the nature of their operating assets.Through the use of analytic hierarchy process,the comprehensive decision-making of project financing and operation mode is studied.The financing and operation modes of urban rail transit project influence each other.How to make comprehensive decision has always been the focus of the government in the project construction and operation decision-making.Based on specific cases,this paper establishes an analysis and research model to provide reference for project financing decision-making and operation management mode decision-making.
