Telecom Billing System Project Progress And Human Resource Management Research And Practice

Nowadays, the implication range of modern project management has been spread to all areas. The complicated degree of management is higher and higher, and the management perspective has been changed from single unit management to multi-units management. The content of management, from control management—simply considers the duration and cost to integrated management, including project quality, project progress, project cost, the team of constructive workers and so on. Modern project management has been considered an essential way to improving constructive efficiency, decreasing project building cost and keep project building quality.This thesis begins from the perspective of progress management and human resource management. Meanwhile, it combines with the feature of telecommunication billing project. Basing on applying theories, methods and technologies of modern project management, this thesis aims to deeply research, analyze, plan and implement from decomposition of project task, estimation of workload, distribution of task and development of project plan to the composition of team-building. By using modern information technologies, such as PERT analysis from MS Project 2003 and Gantt drawing, this thesis plans the management and control of all project processes reasonably. Through the implementation of relative theories about project management, this thesis has successfully built the regulations of human resources and quality management.Based on the practice case of the constructions of hot-billing system from Shanghai telecommunication company, and combine this thesis's researching results to practical project construction, all of above-mentioned perspectives can ensure the project process and quality to achieve expected constructive target, and authenticate the validity and feasibility of this research thesis's program.The results of this thesis provide referenced effects for similar project management.
