Libyan Public The Planned Economic System Of (1970-1980)

Since the 1969, the revolution government has built a new state economic system in Libya, which is the public ownership and national planned economic system. In this economic system the government function, the relationship of government and enterprise, and the channel of Libyans participative economic have been altered; one side the economic development has gained a gigantic achievement in Libya, other side the low inefficient of this system touch off a new economic system reform in 1987. However, the real of Libya is the economic reform is wander, how to explain this phenomenon? In this dissertation the author would answer this question from the history process of public ownership and national planned economic system built.The dissertation includes three parts:preface, the main body and the conclusion.In the preface, the author mainly presents the aim and meaning of the subject, summarizes the relevant achievement, and states the writing methods and the innovation of this dissertation.The main body includes four chapters:In chapter one, the author mainly states that the history background of the public ownership and national planned economic system formed in Libya. The national conditions of Libya and the development situation of Arab socialism in Arab region is main content of this part.In this chapter, the author hold that the theory source of Qadhafi's theory about state building is the Arab socialism of Nasser. The national condition is base of government chose new national economic system.In chapter Two, the author mainly states that the history process of public ownership and national planned economic system built. In this chapter, the author hold that the government is still play a leading role in process of national economic development.The government is not only a planner but also the main investor. Green book is Qadhafi's experience summary about socialism economic and political practice in Libya.In chapter Three, the author mainly states that the development of economic in public ownership and national planned economic system. In this chapter, the author hold that the public ownership and national planned economic system play a big role in process of modernization during the 1970-1980, the economy of Libya has achieved from the economic growth to economic development.In chapter four, the author mainly makes an analysis to the history status of public ownership and national planned economic system in Libya. In this chapter, the author hold that the public ownership and national planned economic system play a big role in assert economic independence, improve the social and economic status of Libyans and make the people's life better, which has accomplished its historical mission.In conclusion, The author hold that the public ownership and national planned system would not be dropped by Libyan government in process of state economic system reform, because which is accord with the real of Libya.
