Entrepreneurship is not only an important driving force of economic growth, a magic weapon for solving the employment problem, but also a pivot of transforming science and technology into practical productive forces. During recent years, as the global enterprising activities are getting more and more active, the competition between countries or regions has also increasingly been focused on their business levels and innovations. Although China is now in its fourth venture tide, the level of entrepreneurship disparity between regions is gradually expanding. Therefore, it is of great significance to analyze on the factors impacting entrepreneurship and regional differences in entrepreneurial behaviors, and furthermore suggest constructive guidelines and policies to narrow the gap of entrepreneurship between different regions.This paper analyzes the existing results of theoretical studies and conducts both macro and micro empirical studies on the behavior differences between different Chinese regions. Taking the CPE A index of the three provinces Zhejiang, Hunan and Shaanxi from 1995 to 2007 as the subject of the macro study, use the software Eviews 3.1 for data analysis to evaluate the impact of private wealth level, enterprising and cultural level, consumption levels, industrial structure and human capital on the entrepreneurial behaviors through multiple linear regressions. Based on the survey data in Zhejiang, Hunan and Shaanxi from July to August 2009, Stata10.0 shall be used to do data analysis and Probit analysis of binary response probability model shall be adopted to evaluate the impact of individual characteristics of entrepreneurs, personal social network, cultural environment and institutional environment on the behavior of individual entrepreneurship on regional differences of entrepreneurial behaviors.Conclusion of the empirical study include:significant differences exist between eastern China such as Zhejiang and middle and western regions like Hunan, Shaanxi. Growth of private wealth, industrial restructuring and increase of enterprising cultural level has remarkably positive effects on entrepreneurial behaviors. While the positive impact of the increase of human capital level and consumption growth per capita on entrepreneurial level is not so significant as expected. Personal characteristics and personal social network have significant influence on entrepreneurial behaviors while diversity of regional systems and cultures has significant effect on the differences between regional entrepreneurial behaviors. In the end, integrating macro and micro empirical research conclusions, this paper brings forward suggestions on optimizing the entrepreneurial environment, constructing an entrepreneurial cultural model, enhancing entrepreneurship education and nurturing entrepreneurial talents and other related policies.
