Development and improvement of customs management system in Yangtze River Delta Regional Integration Strategy, is mainly to break the current customs restrictions in different administrative regions to address the inefficient duplication of infrastructure construction is the convergence of industrial structure, sustainable development is not high capacity. Yangtze River Delta Customs from the long-term development, the system can be integrated in regional development for the Customs Service to provide new ideas and opportunities, if the customs to break through some local interest, initiative and make system integration, will promote the economic development of Yangtze River Delta entered a new stage of development of economic globalization, information technology, integration trend for more opportunity for development.In view of customs management system in Yangtze River Delta Regional is under the total frame and requirement of China customs management system, continuously developed combining the characteristic of the area its own and customs within it, the thesis carried out a deeply study in promoting the development of China customs management system, for searching the developing direction carrying on it and the different requirement in developing of customs management system based on the area characteristic of Yangtze River Delta.In order to catch large amounts of relevant data and the real situation, this writer called on the Development Research Center of the Shanghai Municipal Government, Shanghai Office of the Yangtze River Delta for several times, asking for cooperation and exchange of communication, thus combing of the Yangtze River Delta Development of integration, the main issues and trends. Last year, the October-December, many opportunities to use a special trip to travel around the Yangtze River Delta Customs investigations to understand the four customs management system and system parameters on the aspect of one of the needs and services a range of local economic development initiatives, and the current Yangtze River Delta Customs linkage development problems:First, the existing management system Customs system and the development of the Yangtze River Delta integration unsuited to the requirements; Second, "customs clearance" of the actual performance has not yet fully; Third, regional Customs managing model needs further improvement; Fourth, port management level urgently needs to upgrade; Fifth, unreasonable allocation of Customs resources in the region.Yangtze River is one of the most active and open regions in the respect of economic development in China. Customs import and export supervision and management as the national authorities, in promoting economic development in the Yangtze River Delta open play an important role. Integrated development of the Yangtze River Delta Customs support services, mainly in the integration of the basic characteristics of clearance, its goal and vision has four aspects:First, customs cooperation; Second, regional interaction; Third, integration of resources; fourth, for a harmonious development. Therefore, this article from Western theories of regional development and the successful experience of European integration, the integration of the Yangtze River Delta Customs support the development of countermeasures to be taken on the proposed administrative integration, the functions of management integration, integration of regional law enforcement, information technology integration, port management and integration of five "integrated" measures proposed, which identifies the customs entry points to better play to the functions of customs, for the integration of the Yangtze River Delta development.
