Service Growth Management

Over the last 60 years, the functions of China industry and commerce administration have changed greatly in targets,field and patterns of management with the reform of administrative system. Transformation of government functions have never stopped in the Western countries. After the western governments have experienced the classical liberal, Keynesian, neo-liberal, the new reform wave tide rolls up the whole world from 1970's. The new public management theories and the new public service theories emerge. Affected by the global economic integration, the reform of our government system is still subject to the impact of the both theories. Then, service-type government is put forward. With the nation's approval of it, the service-type administration of industry and commerce is born, becoming the target of reform of administration of industry and commerce. The functions of the administration is transforming to servicing for market economic system.On the path to the service-type administration, the industry and commerce administration is facing new challenges in the fact of awareness,functions and patterns. Nowadays, innovation patterns, improving efficiency and achieve service functions are the direct way for dealing with these challenges. This thesis argues the inevitability of innovation of industry and commerce administration firstly, then takes enterprise online registration and classified administration in Shanghai industry and commerce administration as case study, and finds problems and responses. Finally, this paper raises the countermeasure that market safety administration bureau of "most of system" should be one choice for the future administration of industry and commerce.
