Owned Bay Strategy Context Of Human Capital To Achieve Sustainable Development Of Qingdao City Countermeasures

With the acceleration of urbanization, the contradiction between human activities and the limited resources is becoming increasingly prominent. To persist in sustainable development with the guidance of the scientific outlook on development has become an objective requirement and inevitable choice of social development. People are the main body in implementing the strategy of sustainable development, and the human capital carried by people is the lifeblood and source of sustainable development.The paper selected Qingdao as its object, and the main purpose of the study is to explore human capital-oriented measures suitable for sustainable development in Qingdao. First of all, the paper expatiated on the generation, connotation and characteristics of both the sustainable development and human capital theory. On this basis the paper proceeded to the analysis of the internal correlation between the two kinds of theories, and found that they were closely related to each other in their background and the final purpose of their study.Next, with the combination of both the strategies of "Protection along the Bay, Development around the Bay" and Ocean economic region prevailed in Qingdao, the paper theoretically analyzed the role of human capital on urban sustainable development.Based on the theoretical analysis, the study established an index system, and then carried out a comprehensive assessment of the city's sustainable development with the application of Principal Component Analysis and Analytic Hierarchy Process. A conclusion that the sustainable development condition of Qingdao took on an upward trend on the whole could be obtained through longitudinal comparison. Through an empirical analysis of the contribution of human capital to sustainable development, it could be concluded that human capital was an important supporting effort for sustainable development in Qingdao.Finally, the paper proposed human capital-oriented measures, such as increasing investment in education, improving the talent system, deepening exchange and cooperation, optimizing the environment, implementing the strategy of "Marine Development by Reliance on Science and Technology", etc., in order to promote the implementation of sustainable development in Qingdao.
