As operating experience increase in nuclear power of the world, manufacturing and IT technology development, equipment reliability and systems to enhance the degree of automation, resulting in the level of nuclear security and stability operations has greatly improved. Nuclear power companies are considering to enhance economic efficiency, in order to increase the competitiveness of enterprises involved in energy market competition and reduce the outage duration to be effective way. Europe and the United States nuclear power enterprises from the twenty-first century began to study ways to shorten outage duration, and take corresponding measures, and achieved a good performance. such as: the United States has achieved a short outage duration of 17.02 days. France, short outage duration of 23.04 days. Daya Bay Nuclear Power Station through the outage of continuous review and feedback, continuous improvement, and has achieved the shortest outage duration of 25.97 days. with Europe and the United States nuclear power plants, there is still a certain gap.With the deepening of economic globalization, China's industries must face the challenge of world economy, nuclear power industry also do so. whereas such a situation, the Daya Bay Nuclear Power Station has developed in the premise of ensuring safety and quality, shortening the outage duration. How to shorten the outage duration is a very complex system engineering. at present, the domestic nuclear power plants no systematic analysis and research. In this paper, the collection and reading relevant literature, based on the use of theoretical research, case studies, contrast, reasoning and so on research methods, theory and practice through a combination of demonstration method, system analysis of the main factors affecting the outage duration , identify a good practices and deficiencies ,suggest a solution strategies and recommendations, in order to shorten the outage duration of nuclear power plants provide a useful reference.I According to the project tasks and target of nuclear power, using project management and nuclear power operational management of the theoretical knowledge of the outage duration affect several aspects of theoretical research. Such as: outage the project organization and management and human resources, effective allocation of maintenance projects and long-term outage of the planning, preparation of outage plans (including network planning and contingency plans), nuclear safety management, quality management.In this paper, the advantages and disadvantages from the matrix organization, 6BS structure decomposition principle to the responsibility matrix formation, and human resources planning elaborate on three aspects of the revised project organization and management and human resources, efficient allocation of the theory. From the principle of scheduling techniques, project work breakdown structure, the principle to the formation of network planning, as well as the preparation of contingency plans elaborated on three aspects of the project and long-term overhaul maintenance planning and programming principles. From the nuclear safety in the overhaul of the status of nuclear safety management and use of analytical methods and management systems described two aspects of security management theories. From the basic principles of quality management, quality management system to establish the principles, steps and operation the other aspects of quality management theory expounded.The Daya Bay Nuclear Power Station imported from France, nuclear power plant design principles, file systems, operations management are very similar to France, but the outage duration of the Daya Bay Nuclear Power Plant compared with the outage duration of French nuclear power station, on the whole there is a certain gap, through the right standard of comparison, found that the Daya Bay Nuclear Power Plant outage have a good side and shortcomings. Excellent place mainly in the reactor shutdown and restart process, but the implementation of isolation in the system, equipment maintenance, unblocking the isolation, the system can be reused and so on . there is a relatively large gap.Through the use of theoretical knowledge, combined with the Daya Bay Nuclear Power Plant outage the actual operation of the project, a comprehensive analysis of the outage duration of the main factors pointed out the Daya Bay Nuclear Power Plant outage of the strengths and shortcomings and make use of the contingency plan for the Daya Bay Nuclear Power Plant Management Program, the U.S. nuclear power plants case of nuclear safety management, etc. to give evidence. Meanwhile, the outage of nuclear power plants as a systems engineering , shorten the duration of outage is a complex and arduous task, there are many problems to be solved, which requires theoretical researchers and business practitioners of common concern of all persons, including the early realization of China's Nuclear Power Plant outage duration to meet or exceed the international advanced level.
