A Research On The Causes And Countermeasures Of The Low-income People In Urban Areas In China

To try to raise the incomes of low-income people is one of the basic principles in the eleventh five year plan. It is also the requirement of building harmonious society. In China, the low-income people are made up of several groups of people. Therefore, we should take different corresponding measures. In this paper, the author tries to focus on the low-income people in urban areas. Since mid-90s, the poverty of people in urban areas has become a social problem. People pay more and more attention to the living condition and consuming condition of low-income people in urban areas.This paper discussed the conception of low-income people and the causes of formation of the low-income people from the following four aspects:the problems of distribution system, the problems of market economic system, the enterprises and the low-income individuals. The author put forward a series of countermeasures:to optimize the relationship of income and distribution; to improve the social security system; to improve the employment policy; to guarantee the right of development of low-income people.
