Yunnan Industrial Circular Economy Evaluation Index System Study

Yunnan is a province with rich resource and energy, but it is also a backward area in industrial development. The economic development badly depends on resources. In recent years, with the economic development, there is a shortage of some key resources and the pressure of ecological environment has been increasing. On the other hand, the emissions from solid waste and comprehensive energy consumption of per 10,000 yuan GDP are higher than the national average. The resource and environmental constraints has become a important factor which constraint the economic growth, which mainly shows as follows: increasing resource constraints, environmental pressures, the quality and efficiency of economic needs to be improved. Therefore, it is imperative to develops circular economy in order to promote the economic and social development of Yunnan, forming a mode and consumption pattern which saves resources and protects the environment, constructing a well-off and harmonious society. The key and difficulty to develop circular economy lie in industrial. The industrial circular economy is the main and the core sections of circular economy in Yunnan, the more is closely related to the success or failure of the whole circular economy in Yunnan. Since 2005, industrial circular economy has gone through more than five years after Yunnan has launched construction of circular economy. Now it is urgent to need an evaluation index system of circular economy to evaluate the overall situation about industrial circular economy in Yunnan. Moreover, we can make use of it to monitor and expose the major problems, analyze the reasons for the overall management and decision-making. Finally, it can provide the basic data support for Yunnan Twelfth Five Years Plan and Yunnan Twelfth Five Years Industrial Development Plan of circular economy and ultimately promote the comprehensive development of circular economy in Yunnan.The aim of this article is to build an evaluation index system for industrial economy which is suitable for Yunnan. On the basis of fully understanding the content, nature, principles of cycle of economic, referring to the evaluation index system of circular economy in nation and the existing research results, combining with the practice of industrial situation, the author try to establish a set of economic, society, resources and the environment of industrial cycle economic evaluation index system in Yunnan at the macro level. Then the author make use of evaluation index system to test the industrial circular economy in Yunnan from 2000 to 2008, the result are more consistent with the actual situation. So we think this evaluation index system constructed with strong science and rationality, it can be used for actual operation and has achieved the expected purpose.
