The Study, Based On Circular Economy In China Industry Cluster Development Model And Evaluation System

Since 1970s, Industrial Cluster has drawn wide attention from all countries of the world for its powerful competition strength. Meanwhile, the domestic Industrial Clusters are growing up with great speed, which have become a great drive to improve the local economies. However, the negative impact brought by Industrial Clusters is increasing too. Being short of water, electricity power and being pollutant for environment, Industrial Clusters have met serious problems. Circular Economy, which is an important way to resolve the confliction between economic growth and environmental protection, and to realize the continuous development, is attracting the central government and enterprises'attention. Through the analysis on the ecological characteristics, we find that the Industrial Cluster can develop the Circular Economy. Circular Economy is a good way to optimize the Cluster's resources allocation, increase its efficiency of using resource, work out its problem of environmental pollution, and make it possible to break through the Green Trade Barrier and then head for the international market; and the characters of Industrial Cluster means it has advantage to realize the Circular Economy.The categories of the domestic Industrial Clusters can be classified into four types:"original","programmed","introduced"and"high-tech zones". The first two types can be reformed to Eco-Industrial Parks because their good inner industries connections make them easy to build the eco-connection among enterprises; while the latter two which have poor industries connection among their enterprises, can choose to build up the wastes reutilization system. At the same time, the enterprises in the Clusters must develop the concept of Circular Economy, promote the theories research and technological innovation of Circular Economy, and carry out the Cleaner Production. The outer organizations, such as: governments, intermediaries, colleges, universities and research institutes, should also exert their own functions for supporting Industrial Clusters to develop Circular Economy. Besides, the Industrial Clusters must improve their technological innovation on the Circular economy. At last, the analysis on the present situations and the existing problems through the Evaluation Indicators System on Circular Economy of Industrial Clusters, can guide Industrial Clusters to further improve the Circular Economy.
