Evaluation On The Development Of Yunnan Agricultural Circular Economy

China’s modern agriculture gets further development, and at the same time, agricultural ecological environment is seriously damaged. The government must speed up the transformation of the development mode of agricultural economy, realizing the sustainable development of agriculture. The proposal of the concept of circular economy directs the development of sustainable agriculture and is of great significance to improve the agricultural ecological environment and to realize the harmonious development of man and nature.Yunnan has rich natural resources and hence provides a good foundation for the development of agricultural circular economy. However, it also faces with a lot of problems that hinders the development of agriculture. To solve these issues and achieve better and faster development of Yunnan agriculture economy, we could firstly find out the main factors that influence the development through quantitative evaluation. To a certain extent, this paper improves the research system of agricultural circular economy based on the former research.This paper systematically expounds the basic theory and connotation of agricultural circular economy and the ideas and principles for constructing evaluation index system. The framework of evaluation index system is constructed base on the characteristics of Yunnan Province, dividing into three levels:the goal layer for the comprehensive level of agricultural circular economy development, the criterion layer for four kinds of indexes consisting of the level of economic development, resource consumption, comprehensive utilization of resources and resources and environment security, the index layer for18specific indexes based on the criterion layer. Based on the detailed analysis of the advantages and disadvantages of various evaluation methods, this paper developments an evaluation model to Yunnan agricultural circular economy development by combining the methods of AHP and gray correlation analysis. It also combines the qualitative and quantitative analysis to integrally evaluate Yunnan agricultural circular economy development level from the year of2003to2013. The result shows that from the years of2003to2013, the overall level of development of agricultural circular economy in Yunnan Province appeared to be on the rise and was divided into three stages:slow development period, stagnant development period and rapid development period. The main factors that block the development of Yunnan agricultural circular economy are the level of resource consumption and the level of resources and environment safety.Concerning main problems, this paper puts forward some countermeasures to the construction of circular economy of agriculture in Yunnan, such as the promotion of energy-saving emission reduction and energy conservation agriculture, rational use of resources, protection of the ecological environment, and promotion of the progress of agricultural science and technology etc.
