Government Capacity To Enhance The Prospects For Development, And The National Student Loan

The national students'loan is an important financial measure which designed for college students from poor families. The policy is implemented under the circumstance that China is going through the extension for higher education and college tuition reform. As a special loan for poor students, NSL is operated by banks, education departments and higher education institutes, under the leadership of government, with governmental interest subsidies as well as risk compensatory funds from the government.The article reviews the role of NSL in the country's public policy environment, and its history from 1999. We also discuss the current situation of NSL, and the primary problems of it. In terms of public interests, we are trying to analyze the nature of sub-public, policy and welfare of NSL. As we found, the public interests are the main point of the NSL. Therefore, it's government's responsibility to develop NSL.Meanwhile, with the development of the market economy, the government has been playing the role of the subject of public service. The key to performing the duty of government depends on the capacities of the government, which will assure more service and convenience for the citizens. The powerful government has the great energy for governing the society, competent of reaching the governmental goals efficiently. In this article, we think government capacities are the key to the development of NSL.The original idea of the article is discussing the policy of NSL in the aspect of government capacities. The government capacities that affect the policy of NSL are classified in four categories. They are the abilities of acquirement, coordination, service and innovation. Meanwhile, from the four kinds of government capacities, we'll discuss the main problems of NSL, and the solution of them.
