Since the reform and opening up, tourism in Luzhou has developed from nothing to rather strong and it has gained a full-grown growth. However, tourism in Luzhou still has the following problems: the infrastructure of the central city is magnificently better than that of the counties and districts, the hotels in the city are better than those in the scenic spots, and the software facilities are better than the hardware facilities; there's still disparity with the advanced cities on the openness in mind and innovation in thought; the brand building is lagged behind, the competitive scenic spots are not prominent, and there are no AAAA and AAAAA scenic spots in Luzhou; the tour itineraries are short of carriers, and no substantive breakthroughs have achieved in the investment attraction; and the marketing pertinency is not forceful, the means are single, the marketing force has not been effectively integrated and utilized. The abovementioned problems are bottleneck that lagging the development of Luzhou. The reasons causing the abovementioned problems lie in that such aspects involving integral strategic thinking as development guiding theory, target location, and entire allocation are lagged behind and are incapable of adapting to the changed tour circumstances and market demand.Aiming at the abovementioned problems, the thesis takes the tourism development as the investigation subject; comprehensively evaluates the environment and resources conditions of the tourism development in Luzhou, and analyzes the advantages and restraining factors for tourism development, the market demand and the development prospect in depth to determine the main tourist source market and structure; analyzes the tour market potential to determine the development object strategic measures of the tourism; layouts the main orientation of the tourism devolvement and probes into the entire allocation of tourism development in Luzhou, seeks the breakthrough points in-depth of Luzhou Tourism and advantageous travelling products, discuses the principles of tourist resources and environment protection in Luzhou and the measures for protecting the natural landscapes, human landscapes and tourist environment. The main contents are as follows:1. inspecting the development environment of Luzhou tourism and putting forward the tourism development strategies and objects, the development environment of Luzhou tourism include regional conditions, and tour environment; the tourism development strategies include competitive products strategy,"macro-tour"strategy, and sustainable strategy; the tourism development objects include special tour, competitive products tour, cultural tour and flagship beauty spots tour.2. analyzing the characteristics of Luzhou tourism, comprising integral analysis, quality evaluation of the sights, and tourist source characteristics analysis.3. planning and designing the important beauty spots in Luzhou, including Fobao ecosystem tourist district, Tiantangba tourist district, Zihuai tourist district, and Huangjing Mountain tourist district.4. Designing the supporting system of development strategy of Luzhou tourism, comprising policy supporting system, resource protecting system, fund guarantee and financing channels.
