Financial Monitoring Information Platform Construction Research

This thesis mainly focuses on how to integrate the fiscal supervision inspection system with fiscal information management for a Fiscal Monitoring Information Platform under the current environment. At present, it is a necessity of the fiscal system's reform and development that we explore the ways to establish the Fiscal Monitoring Information Platform. It is also a manifestation of fiscal information strategy, namely "Golden Fiscal Project", in the fiscal management. The construction of fiscal supervision information is considered as a very important aspect in the process of architecting the public finance framework. The tightening of fiscal supervision and management must ride on information and based on the connected, standardized and graded management.The thesis firstly studies the insights of fiscal supervision from both the specific and general perspective, with an emphasis on operation of fiscal supervision for designing the functions of Fiscal Monitoring Information Platform. At the same time, this paper also goes through the fiscal monitoring systems at home and abroad as well as the current situation of information technology construction, in order to identify the ways for improvement.Based on the actual requirement of fiscal supervision and management, this thesis discusses how to set up the Fiscal Monitoring Information Platform using the SOA system framework, the J2EE platform and other technical skills. A long-term and sustainable development of fiscal monitoring information is expected by the integration of the existing fiscal management applications and the continuous improvement of the fiscal and fiscal supervision management systems. Meanwhile, the paper also discusses the modeling, integration, mining and analysis of the fiscal data based on SAP BI-Business Objects and other advanced technologies. The processed data will be consolidated through Liferay Portal as a solid technical support to the various regulators and managements.The overall effectiveness of Fiscal Monitoring Information Platform to a large extent depends on the establishment of the fiscal supervision system and the effect of its implementation. Therefore, starting from the actual engagement in fiscal information management and according to fiscal supervision and management mechanism, I would like to build a multi transaction and multi-service information supervision and management platform to be shared by various regulatory authorities leveraging on a number of existing fiscal business information applications. Such platform would help to solidify the procedures of fiscal supervision, achieve the rigidity of fiscal supervision and management, and enable the fiscal management center and the accounting management center to get visibility of capital income and expenditure and fiscal management information of the relevant units timely and accurately. It is expected that based on the above, a fiscal monitoring information mechanism could be built up for now and the future so that the fiscal supervision and inspection management could be effectively strengthened.
