At present, the 360m2 sintering machine technology in both China and foreign countries becomes mature gradually. Many researches and discussions have been conducted on new 360m2 sintering machine engineering project. However, most of these researches are related to technological evaluations. Analysis and evaluations on economic rationality comparatively are very insufficient. Hence, it is extremely urgent to establish an economic rationality evaluation system for feasibility study of 360m2 sintering machine project. This paper then exactly aims to find a scientific economic analysis method applicable to the feasibility study of 360m2 sintering machine project, so as to reduce cost and maximize the economic benefits.Firstly, this paper gives a brief introduction to relevant basic theories, explicitly elaborating the definition and characteristics of project feasibility study, and further elaborating the definition, contents, methods, evaluation and indicators of economic analysis and assessment for project feasibility study.Secondly, the paper probes into the background, project approval, implementation, necessities of technology, techniques and design features of 360m2 sintering machine project. The project management of the whole range of costs management, administrative and management and risk management field of knowledge.It is of great necessity for Panzhihua Steel to newly build 360m2 sintering machines, so as to promote its market competitiveness, increase economic benefit and fulfill the overall development strategy of Group.Thirdly, during the research and analysis, this paper gives first priority to the effectiveness of economic analysis. Taking the 360m2 sintering machine project as an example, this paper based on basic theories of economic analysis and evaluation, probes into the influence of analysis of environmental economic benefits and linkage effects on evaluations and analysis of the new project through comparative analysis on benefits and sensibilities, evaluations on economic static (non discounting) and economic dynamics (discounting) and assessment on investment and net present value. A comprehensive economic analysis and evaluation on the 360m2 sintering machine project of Iron-making Plant of Panzhihua Steel has been conducted in this paper. Besides, the paper summarizes the economic analysis and evaluation methods applied in the project so as to strengthen the analysis and evaluations, verify the prospect of this project and increase the management level.Weeding out existing obsolete sintering system and newly building large-scale sintering facilities could help to solve environmental problems existed in sintering system today and to promote the optimization and adjustment of Plant of Panzhihua Steel. After anti-pollution measures proposed by the feasibility study being adopted, each pollutant could be up to standards. Emission of main pollutants could conform to total amount control requirements specified by local Environmental Department. Besides, the Plant can pass the environment assessment conducted by National Environmental Protection Bureau.Finally, since the theory and practice regarding to economic assessment and analysis is still in its infancy. Comprehensively and effectively working out the economic rationality analysis for feasibility study of 360m2 sintering machine project can help to avoid blind construction and wasting of resources and funds. With its contribution to the optimization of existing schemes, the best development of corporate, society, environment and harmonious economy could be achieved. Besides, this paper will provide references to the feasibility study and the long-term sustainable development of the project.
