Rural finance is the booster of economic development. Although it have several reforms, there are still many problems in our rural financial system. This seriously hampered the development of China's rural economy. So how to build an effective rural financial system providing financial support for rural economic development is currently becoming an important problem demanding prompt solution.Precious reforms of China's rural financial system evidence that ignoring the rural financial demands made the reform deviate from principal purpose of serving "Agriculture". And that results in rural financial system can't play a good role in supporting rural economic development because the dis-match between the rural financial providing and rural financial needs.In the paper, we divide the rural needs into effective demand, quasi-effective demand and non-effective demand by the definition of demand and commercial principal. Then 1 propose the innovative paths to further improve our rural financial system based on characteristics of the three demands. Meanwhile, I propose to optimize the external environment according to the evolving relationship of the three types from low-level to high level.
