Wenzhou City City Clearing System Design

With bank branches expanding and inter-bank clearing business increasing, the model that clearing information is submitted by magnetic media can not adapt to the development of economic and increasing of clearing business, restrict capital turnover rate and efficiency in the use of funds. In order to meet the needs of economic development of Wenzhou, Wenzhou City Branch of the People Bank of China proposed change in their clearing system. Based on the original notes in circulation patterns , the new system implement credit notes interception, debit notes from time to time to pass , timing difference between the liquidation of funds. And, the clearing bank can propose and put back out data in a large scale. Commercial banks can connect internal system with this system directly to achieve the purpose of sending and receiving real-time data.The new clearing system provides low-cost, real-time payment and settlement services to support a variety of payment instruments,and meet the needs of economic activities. This thesis researches the network communication technology, system versatility and encryption technology, use the method of simulation test to compare the actual result of using variety of database technology ,and complete the system design. At the same time,the system design focuses on platformization and generalization to be developed as a integrated platform of financial services.The author analysis these elements of business information and business processes in the design of the time, sorting extract a common message standards and business processes.On this basis, combining the characteristics of various types of payment services, planning and design standards for the corresponding packet; and establishing business processing core of the Region Clearing System of Wenzhou.According to needs of management and business development, the author make system kernel epitaxial flexibly to enhance the system flexibility and scalability. To be independent of the new business and modular of development, non-business functions due to the expansion of which led to the kernel transformation.Experimental results show that the system speed and stability are achieved by the desired results, and financial clearing center in Wenzhou City has been successfully applied.
