Along with the housing market advancement speeding up, the issues of lacking housing affordability of low-income families are becoming increasingly prominent. Therefore, the implementation of the low-rent housing policy not only meets the basic needs of living for lowest-income families, improves housing security system, but also maintains social stability. However, many regions or cities have not implemented the low-rent housing policy in the whole country. The living problem of many low-income families has not improved. Therefore, it is imperative to further promote the low-rent housing policy.The full text is divided into six chapters:Chapter 1 is introduction, describing the purpose and research meaning of the paper, and the research results of the low-cost housing policy in the country; The second chapter is about definition of the low-rent housing and development process of the policy; The third chapter analysis the existing problems and the reasons in China's low-rent Housing policy; For the next chapter researches on experiences of implementation of the policy in foreign countries and Hong Kong; The most important part is the last Chapter, is discussing proposals to improve the low-rent housing policy.This article raises new ideas on how to improve the low-rent housing policy by methods of qualitative analysis, quantitative analysis and comparative analysis. They are two innovations:one is to establish a unified work window to shorten the review time, and the other is to establish a rigid target as an important part of performance evaluation. That's to mean local governments should set up a specialized department to strictly determine the annual number of low-rent buildings, and solve how many low-income families'housing problems a year.
