The principal business of BGDCNM is development and application of the new building materials. BG company made a five-year development stipulation in 2007 which leads to super-conventional increase of secondary resources in BG With expansion of productivity, development for the trade of resource utilization of BGDCNM has a wider and wider space. Simultaneously, however, BG proposes a higher requirement to utilization which is to support its circular economy development of "quantitative reduction, resource recovery and reutilization" as the aim.The strategic plan of BG brings opportunity and challenge to the development of BGDCNM. How to improve technology and management level to ensure the circular economy development aim of BG becomes the primary problem for competition of BGDCNM. For BGDCNM, however, a company just established in January 2008 after business integration and assets reorganization, whose predecessor being a product of BG's "simplifying the main industry and separating the complementing", human resource quality and management level is a key problem influencing the development of the enterprise.This dissertation firstly makes a research and analysis on current situation of human resource in BGDCNM to define human resource structure and the present status of human resource management; then analyses problems and reasons on human resource and its management of the company by applying four aspects including appointing, educating, employing and keeping people with human resource management theory, finding that there are problems in all of the four aspects, among which the comparatively conspicuous problems are human resource plan, employee recruitment, staff training, personnel allocation, performance appraisal systmen and incentive mechanism; on the basis of analysing reasons of these problems, combining with the fact of BGDCNM, such countermeasures are propsed as optimization of human resource allocation, establishment of whole staff training system with demand as orientation, establishment of scientific performance appraisal systmen and incentive mechanism alike.Research conclusions have a promotion on strengthening human resource management of BGDCNM, advancing human resource level and arousing enthusiasm of the employees.
