Industry cluster phenomenon has been known for a long time, and recent years the related research of it is becoming the hot topic for many science researches. Some industry cluster researches turned up in the beginning of the development of economics, in the period of recent a hundred years, industry cluster has been developing very quickly, and it is more important for the development of the economics. A few years ago, as the development of the Yangtze River Delta, Pearl River Delta and other regions in the way of the industry cluster, it brought impressive benefits for the local areas. The industry cluster also brought scale, scope and other external economic benefits; it also turns up a new type of economic model-Headquarter economics, which is a certain trend of the development of the industry cluster. The external economic effect is brought up by the enterprise headquarters which are clustered into one certain area, as that effect brings mutual benefits for each enterprises, it boosts the development of the certain area which is clustered by enterprise headquarters.The development of the headquarter economics appeared in 1980s, as the result of the development of the economic globalization and the regional integration, developed areas and countries emerged the phenomenon of the headquarter economics. In the beginning of the year 2000, Alcatel, a company of France, was the first transnational company which established his headquarter in China, and since then China came out a huge trend of the headquarter economics. Like Beijing, Shanghai, Guangzhou and others metropolitan city, they became the popular regions for the headquarter economics. After that period, the headquarter economics was seen as a full brand new developing model which was largely developing in China. Beijing as the capital city has been some typical Industry cluster, such as financial street, CBD business area and so on. All of these brought more important influence for the development of Beijing. Beijing holds economy, policy, culture and other native advantages, so it becomes the place that is chosen by many domestic and abroad enterprise headquarters. For this point, the government of Beijing proposed the requirement for the development of the headquarter economics in Beijing region in the basis of Beijing general plan, and makes the development of the headquarter economics active and positive.In the beginning of the industry cluster view and based on analyzing the relation of the industry cluster and the headquarter economics, this paper will analyze the impact which is brought up by the headquarter economics, which is a brand new economic form for the development of cities. This paper will use Beijing region as an example to analyze the layout of the industry cluster on which this paper will explain the developing situation of the headquarter economics in Beijing region. We formed a major clear functional positioning and provided a reasonable reference of coordinative developing situation by establishing the index system to show up the regional difference among the developing headquarter economics in Beijing region. The specific research content includes, first analyzing the development of the industry cluster by utilizing industry economics, region economics and other related theories, and analyzing the advantage of the industry cluster and the effect of external economy. Second analyzing the available condition of developing the headquarter economics in other metropolitans by utilizing the relation between the headquarter economics and the industry cluster. Third taking Beijing city as an example, we will analyze the regional difference among districts of Beijing through establishing the index system as a result to form the developing layout, which is advantageous and competitive, and to provide wider and more usable developing space.This paper mainly combined theories and actual environment to explain the usable model and regional advantage of the development of the headquarter economics in Beijing, as well as the potential problem. It suggests that this paper would provide referable suggestions for better developing the headquarter economics and truly boosting the clustered functional effect of the regional development in Beijing region.
