There is so much signification in developing the rural agricultural, such as the cost of transaction and the risk of farm products can be reduced, and so on. Practically, numerous problems and shortcomings of the supply of rural infrastructure should be settled.Public goods theory is the guide of this paper, which is start from the situation of the supply of rural infrastructure, analyzes the problems and reasons that exist in our current supply of rural infrastructure. Basis of referencing the relevant experience abroad, in connection with the definite problem of our country, then propose corresponding policies.The first chapter is the theory about the supply of rural infrastructure. This part is based on the specific categories of rural infrastructure. Then, analyze the Public product attribute of the three categories of rural infrastructure according to the theory of public goods. From the attribute, the division between the market and the Government, between the central and local government in the supply of rural infrastructure can be researched.The second chapter describes the present situation in the supply of rural infrastructure. Through the analysis of the present situation, founding that there are so many questions. Such as the overall arrangement is not reasonable, total amount of the supply is inadequate, the structure is not poised, and the efficiency of the supply is not high.The third chapter is about the cause of the problems above. This paper argues that policy-makers can do very little scientific analysis of the local conditions and resource, which results in not reasonable arrangement. Because of the investment of the Government and non-government is inadequate result in the supply is inadequate.due to the mechanisms of top-down decision-making process in the supply and there is a big gap of the income that between the regions, the structure is not poised. At last, the current management of the supply and the supervision mechanism is not perfect result in the efficiency of the supply is not high.The fourth chapter is the part of the policies suggested. The first of this chapter is based on the foreign experiences, then put forward that all the sectors at all levels should attach importance to overall arrangements of rural infrastructure. Secondly, making efforts from various aspects such as improving the reform of the financial system and playing the role of policy banks to increase the total supply of rural infrastructure. Through the strengthening of rural education and basic democracy-building, bottom-up decision-making process of the supply can be set up, improving the transfer system of the payments, the supply of structural can be counterpoised. Finally, through the strengthening management and supervision of rural infrastructure, the efficiency of the supply of rural infrastructure can be improved.
