Research On Rural Public Infrastructure Supply Of Liaoning Province

As an important part of public goods, public infrastructure is considered as the precondition of economic increase and social development. The public infrastructure plays more important parts during the development of rural economics and society. The rural economy and social development and new rural communities construction is directly related to the construction of rural infrastructure. As a underdeveloped province in northeastern area of China, deficient supply of rural public infrastructure have become an important barrier during the economic development and the new rural reconstruction in Liaoning. It is a priority problem to be resolved for us to improve the efficiency of rural public infrastructure supply and find a distinctive way fitted to rural areas in Liaoning.The paper gives the definition and the classification of rural public infrastructure, and analyzes its individual character. And meanwhile, it gives a deep discussion about the rural public infrastructure supply using some modern economic theories and methods, such as the public goods and market failure theory, theory of unbalanced supply on rural public goods, theory of the mode of public goods unit supply, volunteer business mechanism theory and so on. The article retrospects the system about rural public infrastructure supply from the founding of our homeland, the reform and opening-up to now, and it also analyzes the characters and flaws about the system during different period, and gives the mode choose to the rural public infrastructure in Liaoning on the base of combining the characters in different periods. On the base of the investigation about the rural public infrastructure in Liaoning, it analyzes the problem and the reason for the rural public infrastructure supply in Liaoning province. Guided by the scientific development concept, the author also puts forward some reasonable suggestions to improve its supply according to the actual situation of Liaoning through increasing financial investment, breaking urban-rural dual structure, innovating financing mechanism of rural public infrastructure supply, enhancing supply capacity of rural public infrastructure supply and perfecting the construction of auxiliary systems and so on.
