Rural infrastructure is the sum of verse elements that can play fundamental rolesin boosting overall countryside economic and social development or in improvingfarms’ living and producing activities. According to the attribution of public product orservice, the rural infrastructure can be classified into two sectors, one is pure publicinfrastructure, the other is quasi-public infrastructure. Both infrastructures withdifferent attribution can be applied by absolutely different supply. Current ruralinfrastructure supply has existed in such problems with inadequate supply on quantity,unbalanced structures, lower efficiency, reconstruction but ignoring management.These problems were arisen from its own objective reasons, but also from thosesubjective causes such as a blocked mechanism of decision-making in demands, theasymmetric mechanism in respect of investment and financing system fromgovernment and not normative marketing operating mechanism and so on.Definition of governance refers to the process of realization of maximizing thepublic interest by jointly participating public affairs through cooperation or treatyagreement among government, enterprises, third partner and individuals etc. Withgovernance theory as the analytical framework, it not only covers various participantsin supply of rural infrastructure and mutual interaction mechanism, but also is assupplemental of shortage resulted from purely-applied an alternative analyticalmethod of attribution classification of public goods or services. The currentparticipants in rural infrastructure supply systems within governance involvegovernment, private organization, financial institutions, the village organizations,farmers and so on.After pointing out problems, subsequently analyzing its causes, and introducing thegovernance theory, this article proposes creatively that supply is divided into threephases: preliminary phase of supply, processing stage of the supply performanceappraisal stage of supply. In the preliminary phase, it initiates to reestablish a smoothexpression mechanism in demands–mechanism of project decision-making. In thesecond stage, based on the specific infrastructure, it’s respectively required to optimize or improve such a mechanism with involvement by diverse participants, also withleading roles played by local government in respect of the territory of pure publicinfrastructure. However, in terms of quasi-public infrastructure fields, it’s required toformulate a normative marketing economic operating mechanism. In third phase, it’srequired to establish a comprehensive performance evaluation mechanism.The first stage of expression in demand--project decision-making mechanisms ismainly to ensure farmers’ requirements towards rural infrastructure to be taken accountinto the process of decision-making by government. The requirement can be collectiveor reflected by village organizations or direct visiting, research, discussion with farmersor network, telephone and other forms. As a result, we maybe avoid those unbalancedstructures from the sources. The second stage, the government should establish aconcept or sense of multiple participants. Regarding the territory of pure publicinfrastructure, government had better take reasonable division of power of finance andaffairs among multi-governments. It should strengthen the monitoring measures so as toimprove the utilization efficiency of funds, expand investment scale or increaseintensive financing injections in rural infrastructure project. For the fields ofquasi-public rural infrastructure, government had better further clarify property right,reform the governmental approval process to stimulate private sector participating ininvestment of rural infrastructure supply; upgrade bank interest allowance to developinfrastructure supply in quantity, and strengthen the supervision on the ruralinfrastructure supplied by private sector so as to coordinate and ensure ruralinfrastructure’ quantity, quality and operational efficiency. The third phase,comprehensive performance evaluation mechanism is mainly for the government to setup a series of clear criteria for performance evaluation, and dig out a clear channel forassessment. Adopting the combination of the public’s and experts’ assessment evaluatethe performance of rural infrastructure supply. Finally, applying the results of theperformance evaluation to take feedback to the first two stages ensure ruralinfrastructure supply mechanism develop in a high quality and healthy circle.
