Shenmu Stage Evaluation Of Health System Reform

The great difference of medical treatment and hygiene service between county and countryside is presented in various aspects of possession of medical and hygiene resources, healthy consumption, medical safeguard and so on. Unequal medical safeguard can not only affect the health of citizens both in county and countryside, but also bring in some social problems. The seventeenth Congress of the CPC proposed the equality of fundamental medical and hygiene service. After that, the government of lower level everywhere begins to carry out the policy of realizing the equality of fundamental medical and hygiene service. However, in the process, there are various problems existed, e.g. the scope of fundamental medical and hygiene service is not clear, and the methods of realizing the fundamental medical and hygiene service are misunderstood. During the twelfth five-year-plan, the important tasks of the government are enhancing and recreating the social management system and realizing the same development between social management and economical management, which puts forward the new requirements to fundamental medical and hygiene service level. This thesis will provide some useful suggestions to the governments of different levels in the ideas, approaches and procedures of realizing the fundamental medical and hygiene service through the discussion and evaluation to the medical and hygiene policy in Shenmu that regard the free medical treatment as the central policy.This current thesis contains five chapters. Chapter 1 is the introduction to the background, theories, practical meanings, research thinking and writing methods of the thesis. Chapter 2 is the summary of the theoretical and practical researches of fundamental medical and hygiene service at home and abroad. The research questions of the present research are just from it. In chapter 3, the author recalls the evolvement of medical treatment innovation policy in Shenmu, settles the debate caused by medical treatment innovation in Shenmu systematically and summarizes the experiences and problems of medical treatment innovation in Shenmu. In chapter 4, based on the results of investigations about two medical treatment innovations in Shenmu in 2009 and 2010, the author evaluates the medical treatment innovation in Shenmu from several different aspects. The evaluation concerns about the estimate of political performance of lower-leveled government, the efficiency of the department which provides medical and hygiene service and whether the citizens both in county and countryside satisfy the present policy. In the last chapter, the author puts forward the idea of building Shenmu County as the well-hygiene county, and at the same time, offers the suggestions about the future direction of medical treatment innovation in Shenmu. At last, according to the research question, the author finds out some problems of building the equality of fundamental medical and hygiene service which have to be attached more importance, and provides some useful advices in improving the reign competence of the lower-leveled government in other counties and in recreation of social management system.
