The Research In The Effective Public Services Supply Of Local Government

In the Party’s Seventeenth Conference Report, Hujintao put forward that more attention should be put into social construction, and ensure and improve People’s Livelihood, enlarge public service, improve the social management system, promote social justice and equity on the basis of economic development. But nowadays, the current prominent question in China is the supply shortage and incomplete public service system. In the Separation system, the supplies of local public service are provided by the local government. The level of local government public service capacity is the key point of resolving the problems of people’s livelihood. Therefore, strengthen the effective supplies of local government becomes the local governments’one of important task. Health service is a basic public service provided by government, right now, although Chinese health service level has been the high level of developing countries, many regions still has kinds of aspects to be perfected of basic health services. The problem of "seeing a doctor difficultly and expensively" still highly concerned to common people’s living standard. This paper uses the public service as the cut-in point to expatiate the effective supplies of local government through the case study of Shenmu County’s basic health service.The basic health service functions for local government are discussed in this paper by defining the characteristics and concept of basic health service, on the basis of relevant public products, public service theory. And taking the Shenmu County’s free health care for all residents as the example, depending on the materials and data of field investigation and interview, analyzed the current situation, running effect and existing problem, put forward the countermeasure and suggestion. So that enhanced the level and capability of local governments’basic health service, at the same time provided effective reference for nation’s others local governments.
