Research On The Problems And Countermeasures Of Shenmu Free Medical Treatment From The Perspective Of Public Satisfaction

The development of medical and health services is an important part of the basic public services,and it is also one of the main functions of the government,related to the vital interests of the people,promoting the equalization of basic public services which has become an urgent need of the development of our society and has being the bounden duty of the government.President Xi Jinping said:"there is no comprehensive health,there is no comprehensive well-off society".Therefore,comprehensive health is the realization of a comprehensive well-off society which must cross the ridge and improving the health care system is to achieve a comprehensive health.In 2017,healthy China is the only way which must be passed a crucial year,in which will decide all the people to enjoy the basic medical and health goals to achieve in 2020.Therefore,the government must be the health of the people in an important position,the people's health work as a priority among priorities,deepening medical reform comprehensively and the construction of health Chinese.At present our health is still difficult,such as seeing a doctor expensively and difficultly,so the doctor-patient relationship and other issues have been cross in the hearts of the people.Shenmu county continued the implementation of the policy of free medical treatment for 8 years.Obviously,Shenmu as healthcare reform in the Northwest's first free medical policy for all county exploration left a valuable experience.Although not the first implementation of the integration of medical insurance system for urban and rural residents in Shenmu county,but at the beginning of 2009 the implementation of universal free medical care system has already begun to implement,to fully absorb the superiority of this system,narrowing the gap between urban and rural areas and the gap between South and North County and enhancing medical fairness and adding a copy of medical insurance the integration of the system of urban and rural residents.Free medical care is Shenmu county government who is according to the local economy,people's livelihood environment and making the policy.The system is not easy.It is the implementation of the policy implementation of the policy before or since 8 years.Shenmu county government fully investigate,find the problem,ask the experts the views of the people,follow the national health policy,and constantly improve the policy of free medical treatment and Shenmu system,which is not to pat the head.In this paper,in response to the national policy and the foreign medical model under the premise of a lot of reading literature and field research,from the perspective of public satisfaction analysis results of the free medical treatment policy Shenmu implementation,problem and reason analysis,providing a reference for the long-term implementation of the policy of free medical treatment in Shenmu county,which is in order to meet local people's needs of basic medical and health services,achieving the simultaneous development of local economic and social development of various undertakings.Public satisfaction to be the public as the center,fully considering the feelings of the public,which is an important measure of government services'evaluation.This paper will be divided free medical satisfaction in Shenmu county into four level indicators,namely:the basic medical insurance and system of medical satisfaction,medical experience and medical conditions of satisfaction;ten level two indexes,respectively:insurance reimbursement,waiting time,the scope of reimbursement,drug prices,medical expenses,service attitude,the waiting time for medical treatment,environment level of medical technology,medical technology,medical staff,applicating of these indexes of free health care policy in Shenmu county of different residents' satisfaction analysis,drawing the corresponding conclusions,and causing analysis and suggestion.The eighteen National Congress of the CPC clearly put forward to build a service-oriented government people's satisfaction,to provide high quality public services to the public.The basic equalization of medical service is always concerned about the topic of the public,but also reflects the important benchmark of service-oriented government,and realize the equalization of basic public needs to have the right to express and evaluate the right.Therefore,the judgment of the construction of service-oriented government is good or bad,which the quality of medical services must be considered in the eyes of the public.In short,this paper from the perspective of free medical care policy Shenmu satisfaction assessment,fully expressing the views of residents of Shenmu free medical treatment policy,so that the government can constantly improve the medical policy;on the other hand,the reform of basic medical and health services to provide for other areas inspiration and reference to improve people's health level,improve the health care system and the construction of a healthy contribution to China's meager strength.
