The development and protection of resources are always complement each other, and the objective of reasonable developing and protecting is to make resources be sustainable used. With rapid global decreasing of plant resources, the status of pharmaceutical plant also looks very cloudy. Since rapid development of Chinese traditional medicine industry and great international trade requirement, the requirement of pharmaceutical plant is increased in large extent. Wild pharmaceutical plant is suffered from serious destroying and is languishing, whilst the species and quantity of man-made pharmaceutical plant can't meet the increasing of requirement too. Since pharmaceutical plant resources are physical basis of Chinese traditional medicine clinic and production of Chinese traditional medicine, therapy of Chinese traditional medicine will be nothing without pharmaceutical plant. Therefore, to ensure sustainable using of pharmaceutical plant, it's important to monitor and pre-warn the status of developing and protecting of pharmaceutical plant resources.As a sub-task of the research on monitoring and pre-warning system of development and protection of pharmaceutical plant resources, the main topics in this paper are:After describing the relationship of development and protection of pharmaceutical plant resources, analyzing research status in quo and influencing factors of sustainable using, and discussing resource configuration problem of pharmaceutical plant, this paper presents that resource configuration theory in Resource Economics can be used as basis theory to link pre-warning of pharmaceutical plant protection with pre-warning of trade supplying and demanding.The performance system is presented to reflect supply-and-demand status of Chinese traditional medicinal materials. Using 13 performance factors including import quantity, sum money, total production value, turnover of Chinese traditional medicinal materials, etc. to reflect the whole supply-and-demand status, 10 related performance parameters including production outputs, importing quantity, export quantity of ginseng and liquorice, etc. are compared with whole performances, to reflect supply-and demand status of pharmaceutical plant in trade. GM(1,1) grey model is created to predict the trend of performance value during 2006-2012. The pre-warning level is determined according to deviation value and deviation extent with normal value.
