Under The Concept Of Universal Health Insurance, Urban Residents Medical Care

Through the 14 years'reform, our country's social medical insurance had got many achievements; meanwhile it also exposed many problems. Nowadays, difficulty and high expenses of medical treatment are hot social issues in China. Although the urban workers and the rural people have their own medical insurance system, there are still many urban residents such as the elderly, the students and the children have not the protection of any medical insurance system. This condition obversely can't reflect the fairness and justice of the social. As the old saying'if you don't make plan for the future, you will have trouble soon', if we don't immediately research and resolve the faults and risk of the whole medical insurance system, the Sustainable Development of our system will not be a solid system.So, in order to achieve the goal that every one will have the basic health production in 2010, and our country will build the social security system covering the urban and rural, our government has made'The urban residents medical insurance program'. However, before the program has been launched, there are many cities has started this reform. This paper picked Zhengzhou which is the typical city of this reform as the research goal, through the simple analysis of the system on design idea, funds raise and the implementation, get the thinking views of the author.
