Xingguo County New Rural Cooperative Medical Empirical Analysis And Strategic Research

The anti-poverty development of Xingguo County is the top priority of three rural issues of China, while its new rural cooperative medical care is the basic project of the anti-poverty development and is crucial to the inhibition of poverty caused by illness and the reduction of the incidence of poverty. In recent years, there are quite a lot of research results of the new rural cooperative medical care and its operation in theory and academic circles, however, poverty-stricken areas or poor people are seldom regarded as the study object. Therefore, this paper chooses one of the national poverty-stricken counties--- Xingguo County, as the study object of a new-type of rural cooperative medical care and combines theoretical thinking with the positive cases based on empirical research to centrally and typically study the new rural cooperative medical care in operation mode, financing theory, the management system and the legislative protection. It also discovers and analyzes the main problems of the operation of the new rural cooperative medical care system and gives some corresponding countermeasures with universal significance and the value of wide application, hoping to be helpful to perfect the new rural cooperative medical care system in other poverty-stricken counties. This paper firstly analyzes the connotations of the new-type rural cooperative medical care system, followed by case studies and an analysis of its operation situation in Xingguo County of Jiangxi Province, reviewing its effectiveness and analyzing the existing problem. It concludes with countermeasures of perfecting the new rural cooperative medical care system.
