| The problem of "Seeing a doctor is difficult" has become a focus all over the nation recently. It is also the major issue for health organizations which especially emerges in rural areas.To begin with, several favorable suggestions and solutions are put forward in this paper basing on two items: the discussion about the fundamental state of Chinese Medicare reform and the comparison among typical international systems. And then the analysis of the importance of governmental hospital's help for smoothing over such a situation is represented followed by the discussion about rural residents' difficulty in seeing doctors. On this base, the governmental hospital's solutions to this problem are put forward as follows: Firstly, actively advancing the reform of governmental hospitals and establishing standardized operating mechanism in governmental hospitals; Secondly, building the system of medical and health service for cities to helpthe countryside; Thirdly, assisting to strengthen construction of the rural health service networks; Fourthly, conducting health education and improving the awareness of disease prevention among rural residents in all approaches. At the end, the author explores the solutions with the fact that the first provincial Wenzhou hospital of Zhejiang used in supporting the township hospitals.Coping with the public's focus of "Seeing a doctor is difficult" and "Seeing a doctor is expensive" has been the objective for the concerned medical institutions. With the evidence of what the first provincial Wenzhou hospital of Zhejiang has done, this paper discusses on the base of the general situation of Chinese medical reform, the reasons of rural residents 'difficulty in seeing doctors and the necessity for governmental hospitals' help to ease such a problem. The governmental hospitals have the social responsibility to actively trainfirst-class professionals and technical personnel for the development of the township hospitals service. And the government hospitals should create a permanent mechanism to support the township hospitals with the activities like "partner assistance" and "the project of doctors' assisting rural medicine" and so on. The permanent mechanism also includes the following forms such as organizing the professionals and health officer to conduct the work in township hospitals, perfecting the two-way system of referral with the township hospitals, standardizing the managementof township hospitals, further ensuring overall improvement in the services, offering convenient health care services to the rural residents which are in low prices and high qualities so as to ease the severe problem of "seeing a doctor is difficult" in the countryside.Since the reform proposals of health care reform which has been the primary issue of Chinese socioeconomic reform are beginning to gain currency, the approaches to such problems stand a chance. Owing to the fact that seeing a doctor is difficulty in china and the limited medical resources, the prospective way is to tap the potential of that limit to the greatest extent. The argumentation on the tertiary hospitals' methods on handling the problem of "seeing a doctor is difficult", coming to the government's rescue and smoothing over the public's medical concerns provide a reference for the tertiary hospitals in the city of Wenzhou and Zhejiang, even the whole nation for their supporting the township hospitals. |
