I have used statistical method for dignitary individual analysis to explore the basis of eastern han dynasty,and explain the relationship between the regime and scholar-bureaucrat magnates.In addition, analysising the structure of maternal family and eunuch shows that both of them are the subsidiary of han imperial power,that the struggle within the central powerful promote the development of the situation and then interpret the emergence of warlord and the links between scholar-bureaucrat magnates. Therefore,I have selected Yuan-shao and Cao-cao as the objective of study.Through the Confucianism and recommendation and interview system, eastern han dynasty turn the local powerful families into scholar-bureaucrat magnates. When the shape of magnates was changed by eastern han regime, scholar-buraucrat became family of power and influence. A high degree of homogeneity of the scholar-buraucrat magnates cause them taking the same action which restrained imperial power of eastern han dynasty. Therefore, the relationship between imperial power and scholar-buraucrat magnates has broken which force eastern han dynasty using other political forces to balance the administrative operation of the empire.Maternal relative and eunuch have played a supporting role for han dynasty. When the reins of government is changing, the maternal relative will stabilize the political situation. Eunuch always service for imperial as a secretary.However, both the maternal relative and enuch was defeated in the political event of Zhongping six years. Although, in the long battal for political power, the maternal relative and enuch had trespassed the imperial power in varying degrees, but both of them had maintained the imperial power from different angles. Thus, with two major political forces had disappeared, the young emperor could not handle affairs of state. A variety of powerful forces are eager to seek their own chance to fill ther power vaccum and became the person in charge of the empire."Yellow turbans"both weakened the rule of the eastern han dynasty,both also strengthened the power of local despot forces. After many years of managenmt and development,local despot forces had enough material conditions to separate from central government. In addition, narrow morality of the scholar-bureaucrat was also a favorable factor for the local separatism. As a result,the situation had led to he local separatism and disintegration of the eastern han dynasty.The warlord's origin almost are schlor-bureaucrat magnates. In a number of warlords, Yuan-shao and Cao-cao are the representative of magnates. Cao-cao had established the appropriate dominate form and affiliation. Therefore, the reason of Cao-cao becoming the most powerfulu separatist forces in the environment of warlord is due to his successful control of scholar-bureaucrat magnates. The failure the Yuan-shao is that he cannot eliminate the struggle between the scholar-bureaucrat magnates which lead it's regime to the decline.
