| The mobilization of migrants to return home in Shanghai from 1955 to 1957 as the research object of this paper.Shanghai as a city of immigrants, the changing demographic profile of the city has been run through the various stages of development. Hundred years after its opening port, the population has continued to rise in the state. Population growth has brought prosperity to the city, but at the same time, the excessive expansion of the population has also brought a lot of negative impact. After 1949 , with the ideology, social change in governance structure, the large population of Shanghai and the positioning of the city appeared contradictory. Because of being positioned as a defense outpost and production city, the presence of large consumer population is clearly unacceptable for the government.In order to ensure the city of Shanghai in accordance with established policy objectives for development, in 1955,Shanghai Municipal Government began to take measures to reduce the population of Shanghai. Plan to be completed by the end of June 1956 a total removal of 60 million people, and basically completed the final plans. Later in 1956, 1957, the state has issued four documents control farmers into cities. Shanghai is one of the key areas, therefore, Shanghai in that two years to continue to take all means to mobilize the population to return home, and also gained some success.Faced with this mobilization, the public showing a variety of attitudes, most people who respond positively to attitude, which proves the rationality of the mobilization work.
