Zhijiang law (to set military unit or set general) which began to carry out during the Xifeng period in Northern Song Dynasty was an essential part of military reform. This article manages to search out the reasons of Zhijiang law then clarify its skeleton of origin and development by tracing the changes of relationship between generals and soldiers."Soldiers just showed their loyalty to their generals instead of giving allegiance to the emperor" during the period from the end of Tang Dynasty to Five Dynasty and thus leaded to much closer affinity. Song Taizu succeeded in changing relationship between generals and soldiers close to the normal by depriving of the power of generals and by applying to Gengshu law. Song Taizong and his followers continued to strengthen this measure so that it resulted in an abnormal relationship between the commanders and soldiers thus caused the weak battle effectiveness in turn. Frequent failure in the battle required the closer affinity between commanders and soldiers and appeals to intensify soldiers' training, which were the objective reasons to generate the Zhijiang law. And Song shenzong & WangAnshi's resolute reform made the final implementation of Zhijiang law possible.
