This paper has been deliberate study on the Zhao-Xuan phase's historical course of Xihan dynasty ,which depends on available fruit and Qin-Han ancient books and records .Going deeply into historical effect of Salt-iron conference toward Zhao-Xuan resurgence and macroscopic review to historical course of Wu-Zhao-Xuan phase at XiHan dynasty ,the author consider that the policy and spirit on Luntai blaming-himself rescript had become mainstream consciousness because Salt-iron conference convened and government policy inside and outside at Hanwu emperor phase was systematically summarize . At last ,Luntai rescript was ensured to carry out so that it had successfully shift to Zhao-Xuan phase. With great effort,Zhao-Xuan resurgence had finally realized.This paper falls into four parts.Part i , regnant crisis at Hanwu emperor's late years and Luntai blaming-himself rescript. The author respectively discuss that Hanwu emperor had to come out Luntai blaming-himself rescript and adjusted to his regnant policy because he had consivmed the national wealth resulting in badly social crisis.Part ii ,the animadversion to Hanwu emperor's regnant policy at Salt-iron conference . The author talks about advantages and disadvantages of Hanwu emperor's regnant policy from Salt-iron conference and also discuss histroial inevitability on enforcing Luntai rescript.Part iii,managing confusion's policy at Zhao-Xuan phase and Zhao-Xuan resurgence. The author talk over material measure and effect that government inherited Luntai rescript.Supplementary discuss: The author consider that Salt-iron conference which had convened at Wu-Xuan phase had profound historical significance. It was a tache which inherited Hanwu emperoy's policy andspirit from blaning-himself rescipt. At the same time,it had a important function to inherit frontier and begin latter.
