Han-Xiong relationships are the main part of ethnic relations in the western han dynasty, the northern frontier of the western han dynasty is basically formed through force battling back and forth.Throughout the history of the western han dynasty and xiongnu contacts, "Dehuai" and "holding arms" policy have been two types of basic policies of the treatment of Han-Xiong relationships. In this paper the Council on Salt and Iron is a cut-off point. Based on the conference on the analysis of the changes of Han-Xiong relationships history before and after the council, our purpose is to explore the source of the basic idea which proposed by the both sides of the Council on Salt and Iron,then to discuss the using of two sides which argued about the changes of Han-Xiong relationships.The first chapter mainly discusses the influence of Han-Xiong relationships that before the Council on Salt and Iron which impact on the Council on Salt and Iron. Before the event of "the counsel of mayi" happen, Han-Xiong relationships basically is the Peace-through-Mar riage relationships. the Peace-through-Marriage policy directly influence the produce of "Dehuai"idea which proposed by Able and Virtuous Men and the Wenxue at the Council on Salt and Iron. After the event of "the counsel of mayi", Han-Xiong relationships in general is in a state of confrontation, the policy of Wudi of the Han Dynasty’s Punitive Expedition to Xiong nu directly affect the conference of "holding arms" idea which proposed by Sang Hongyang at the Council on Salt and Iron.The second chapter mainly describes the basic content of Han-Xiong relationships at the Council on Salt and Iron, and then sum up the reason why the two sides have differences ideas at the council. The policy of Wudi of the Han Dynasty’s Punitive Expedition to Xiong nu is evaluated at the council, the two sides expound the imagines about Han-Xiong relationships after the council, these imagines become the important basis of making policies between western han dynasty and Xiong nu.The third chapter mainly discusses the using and status of " Dehuai " and " holding arms " policies in the change of Han-Xiong relationships after the council. In general," Dehuai" is the basic policy, supplemented by " holding arms ", but due to the increasing of disadvantages of "Dehuai" policy obviously, the peaceful of Han-Xiong relationships to break down again.
