The thesis consists of four parts.The first part mainly introduces the disasters of Six Dynasties .In Six Dynasties, droughts and floods increased due to the changes of climate. The number of wandering people also raised. Many northern people came to the south for help and peace. In the article, the author also analyses the law of many kinds of disasters.The second part concludes the measures of famine policy of Six Dynasties. Six Dynasties inherited a lot of original measures. Exempting from taxes, relieving and saving measures were employed, too. But providing porridge and emigrating people to grains were seldom used. Changpingcang was not regular and perfect. The governments of Six Dynasties adopted some new measures, such as putting off taxes, opening the mountains and lakes to people and extending to plant the northern crops. In this period, the measures of famine policy advanced or moved back in some prospects.The third part narrates the conditions of nongovernmental relief to a famine area and people's tide over a disaster by production. Relieving the victims of a disaster among the people was gradually popular and common. The government consciously brought it into governmental famine policy activities. It was important and profitable supplement of governmental famine policy.The fourth part analyses the characters of famine policy of Six Dynasties .It has its quality of inheritance of the Qin and Han Dynasties. The Sui Dynasty and the Tang Dynasty continued some measures of famine policy of Six Dynasties. We can say it is the original period of yicang of the Sui and Tang Dynasties. Huang policy of Six Dynasties is an indispensable link in China's ancient famine policy.
