The credit problem appeared day by day in the period of society transition is becoming the restricted factor which influences the development of our economy. It's an initiation for-the author to study this problem totally from the economy, politics and culture. It's also a new try in academia.First, contrasting the different developing course of credit in the history of East and West, we can know, before the modern times, that Chinese ancient culture carried on the credit, principle of Confucianism as its an important ethics and behavior principle; but the West credit came into being from the basis of commercial culture, the credit principle is becoming a modern value concept which conforms to the request of market economy. In the essay, the author manes the credit concept originally from the philosophy levels. It's named that credit is description, measure and evaluation to the condition of promise and acting out of the behavior main part which rooted in the economic activity of society, expressed mainly by economic contract, including economic and suitable' political and social activities. And there are four characters of credit summarized by author which are extension, multiplicity of structure, encouragement and punishment of consequence.Secondly, analyses the social reason of the credit problem. Because it's a problem which appears inevitably during the transition of our economic system. It's connoted with the crisis of moral. It also deals with the economic globalization. The serious hurt caused by trifled honesty has lowered the challenge of Chinese economy in the international markets, weakened the authority of the government that makes it difficult for government to give play to the macroscopic regulation and control to cause to negative effect to the construction of moral.Thirdly, analyses the reason of the trifled honesty deeply from political, economic and cultural levels. The economic reason is that lacks the consciousness of contract influenced by the planed economic system, lacks the mechanism of encouragement and punishment, irregular in credit investigation. The political reason is that the transgression of government behavior influences theestablishment and effect of the social credit system, the deviation of local government policy influences the establishment of credit, the overloading of governmental authority also influences the development of credit and the lack of supervisor inside and outside of the system. The cultural reason is that the unsound jof traditional credit culture, unbalance of social moral, indistinction and undefinition of evaluation of moral level.Finally, puts forwards the asurement to rebuild the credit from economic political and culture levels. In economic field we should improve the environment inside and outside of the enterprise, establish the perfect credit control system, perfect individual credit system. In political field we should transform the function of government, strengthen the governmental "management and control, strengthen the construction of governmental honesty, improve the moral level of power parts, strengthen the authority and trustworthiness of laws. In cultural field, we should strengthen the education of credit consciousness, strengthen the construction of moral and honesty.
