Late Qing Period The Chihli Local Self-government

The New Deal of Later Qing Dynastry was the innovation implemented by the rulers of Qing Dynasty to save Qing Dynasty government from being overthrown, the New Deal played an important role in Chinese modern history. Preparatory constitutionalism was the key content of the New Deal, whereas the local autonomy was the preparatory constitutionalism's key constent and basis. Local awtonomy in Zhili province was implemented earlier and it's effects were more outstanding than other districts's. In my dissertation , I will expound upon it from the following aspects.I .The initiation of local autonomy . (l)Circumstance investigating, by analysing it's natianal and international circumstances , we could conclude that the local acutonomy was forced to initiate by the objecticve circumstances. (2) The definition of local autonouwy and it's social significence. I will expound on the definition of local autonomy narrowly and extensively and the essence of Later Qing Dynasty's local autononwy, then I will point out the role of local autonomy in the Nation's ruling.-4-II .The organization and implementation of local autonomy in Zhili province. I'll analyse it's reason and aim, after that I'll investigate it's process . The process can be devided into two stages, the first one is trial implement ation of Tianjin county's local autonowy and the other one is the local autonomy organized by Qing Dynasty in the whole country.III. The implementation of local autonomy in Zhili province and political developmeat in it. This section is the core of my dissertation , and it includes: (l)The strethen of the public's participation in politics and the development of democratic politics. And these were embodied by several campaigns of parliamentary petition, in addition to this , democratic politics made some progress and had progressive significance in some degree . (2) The formation of the mew kind of local administrative regime and it's effects. By investigation in the organizations of Tianjing counsel meeting, Tianjing trustee meeting, local discassion梔ecision office and executation office, I'll expound on their function , implementation and significance in modern history.IV. The limitation of local autonomy in Zhili-5-Sprovince , and this section is the key contents in my dissertation too. The limitation manifests: (l)Limitting autonomy superived by Qing Dynasty government, and it was dependent on the government's purpose of implementing the local autonomy meanwhile it was also the policy reason why the movement developed slowly and could not come into some soale. (2)The limitation in political participation, it was maingly showed as the unequal power in politics ?partiapation and the public's low sense of participation, these also had the political, economic, educational reason and the' reason from the officeial's quality . (3)THe supervising system was not so perfect, and this was also one of the system reasons that restricted the local autowomy . (4)The limitation in effects, this also had the reason from subjective and objective aspects . Although the local autonomy movement had various defaults , it had progressive significance in Chinese modem history .
