By the highly development of modern science and technology, the whole world has been led into a new time. Science and technology were widely used in all social economic areas. As the major factor to improve the productivity and the main power to change the society, science and technology bring us more and more material wealth, highly accelerate the advancement in culture, economy and society. But while we were applause the success of modern science and technology, we must introspection the other hand of their success. The development of modern science and it's applications has made a series of negative influence are becoming wider and wider, deeper and deeper. The destroy strengthen constantly. Science as a "Double-edged sword" are increasingly in evidence.The question is how to understand the modern science's negative influence to the environment and what is it's causes. How to understand the value of modern science and technology from the environmental ethics? What kind of basic principles of environmental ethics the mankind should be followed in scientific research? How about effectively strict precaution and dissolving the negative effect on the environment of science and technology? These are questions discussed and should be solved emphatically in this thesis. The key content of this thesis and main opinion embody in the following four respects: firstly, With the main thread of a great deal of negative effects to the ecological environment of science and technology, announced the negative effects, the main form of expression and serious consequence, on the environment of the modern and technology. Secondly, from economic reason and thought of scientific and technological ethics two respects, announced that what exerts a negative influence on the environment in science and technology .Third, the thesis discusses value localization of science and technology and environment ethics construction , on the basis of above mentioned research, I put forward two basic principle of scientific and technological ethics : humanism care and environment ethics care for principle. Finally, set out from the scientific development and realistic state, this thesis has put forward countermeasure and suggestions to take precautions against and dissolve the negative effects on the environment in five ways, these are science in environmental protection evaluate mechanism; science in environment protection legal system ; science in environmental protection ethics system; sustainable development and scientist's community responsibility.
