When we mention refugees, this kind of image will be reflected in our minds: many ragged persons along with their children and some necessary living commodities, who have unhappy looks, are walking to an uncertain destination. As a puny group in the world, they have to live a miserable life for a long time. Although this group should have the same feelings as the others in theory, yet they have no choice but to tramp in reality due to some external causes. Facing this kind of group, we not only express our sympathies but also seek the factors leading to the appearance of refugees, so we can find out effective measures in order to solve this problem for good and ever. So this thesis will discuss the eastern African refugees in the latter , half of the 20th century, and place emphasis on the causes bringing about the refugees, then make some primary analyses on the representation of the refugee's problems and resolving measures.At the end of the 16th century, there were refugees in the world. The first and second world war led a lot of refugees to appear, and the refugee problems have been becoming very serious since then. With regard to the eastern African, plenty of refugees appeared in the latter half of the 20th century, In other words, after the eastern African countries gained independence, problems of refugee became obvious.There are many factors causing the appearance of the eastern African refugees in the latter half of the 20th century.From the direct opinion, they are outbreak of battles, ecological surrounding's destruction and the serious famine. After the independence, political situation was uneven in the eastern African countries. Inner and outer battles often happened. This is a very chief cause concerning the emergence of refugees. What's more, the severe destruction on ecological surroundings also leads to the refugee's emergence. In the eastern African continent, especially in the horn of African, the resources of forest reduced, water supply were shortage and land quality went down. The third direct cause is the high frequency of large proportion of the famine. For example, in the 1970s and 1980s, there were many famines in the eastern African continent. It resulted in not only the death but also the famine refugees.From the indirect opinion, they are mainly the muffs of municipal and foreign policies and the outer intervention. In other words, the indirect causes include five factors, i.e. the slow development of economy, the internal unquiet political situation, the intensive foreign relations, the rapid growth of population and the outer intervention. In detail, as regards theeconomic policies, the eastern African countries took the industrial development strategy shortly after the independence. Because of the neglect on the protection of ecological surroundings and the agriculture, the deterioration of ecological surroundings became severe and a large proportion of the famine emerged in the 1970s and 1980s. With regard to the politics, the polity in the eastern African countries has been changed constantly, from the multi-partism to the single-partism ,then to the multi -partism. Each supersession was realized by force, and that made the inner political situation uneven. In addition, as the eastern African countries were governed by the western colonist for a long time, and the intertribal conflicts in the eastern African countries have been severe, each independent countries didn't find out the effective and lasting ruling policies, and they usually struck one tribe by the aid of their own tribe. This kind of ruling policies can't be permanent. In accordance with the internal unquiet political situation, the foreign relations were intensive. When they were facing problems due to the historical reasons, for example, the dispute on border, the relations between different sides would be very severe.
