The grain question is a vital question, it relates with the nation's destiny and people's livelihood. In the Chinese feudal society the government always pays great attention to the grain question. In the times of Qianlong emperor , China had obtained great achivement in the social economy, but the grain shortage became a more and more serious social problem. In this thesis author takes the grain shortage question of the times of Qianlong emperor as the research object, analyses the performance, the harm, the reasons,the government's countermeasures and these measures' effect.The grain price unceasing rising and many rebellions occurring because of the grain shortage are the main performances in this term. The grain shortage had done the great harm to the social stability and economy development. Facing the more and more serious grain question, the Qianlong government firstly analysied the reasons ,and bilieved the reasons were the grain controlled by the government too much,the population sharp growth, reduction of cultivated land of average per person, brewsing alcohol, luxury and the natural disaster and so on. The Qianlong government positively took measures in grain production , grain circulation , grain consuming.These measures had obtained many effect, but brought some disadvantageous influence at the same time,so We should investigate these measures in an all-round way .These measures were effective because of the great attention to the grain question comprehension and flexibility of the measures, which we should learn from. Because of limitation of the class and the times, Qianlong government had not conbined the population policy and the grain question together. And because there was not rational arrangement in addition,it made the results of some measures give a discount. Through investigating these measures in an all-round way, the author hope it can give us some enlightenment in order to solve the current grain question better.
