The 13th Dalai Lama is a disputed character in the history of China. When he stepped on the Tibetan Buddhist arena, the complex situation of both China and the world made him to have a rough and winding fate. Facing such a situation, the Dalai Lama did not give up his confidence with himself and Tibetan. He had to draw his blueprint gradually according to his plan since he was in power. In Various ways, he defeated his political opponents one after another, to complete control the Tibet. Feeling disgusted about the foreign policy of Qing government, he had relapses to deal with the relation with Qing government, even had the tendency of splittism. For the British invader, he struggled against them in his determination at the very beginning. After several defeats, he stood with the invader once, and brought pressure to the government with the hand of British. That is the point that added failure in his life. However, nobody is perfect. When he was old, he found where his position was, and returned to the homeland.The paper lays stress on the relation between the 13th Dalai Lama and the local authorities after the 1911 Revolution, such as Amban Dimu and the 9th Panchen Lama. The relation between the Dalai and the agent -officer for Qing government in Tibet is narrated, too. I would like to show the political ideas and the ruling ways the 13th Dalai Lama.
