The 13th Dalai Lama's New Policy Reform has been one of the hottest topics for scholars who have been committed to do research in modern history of Tibet,great progress has been made in this field of study,and those research results provide practical reference basis for this paper.This paper,thereby on the basis of current research progress on this topic,mainly focus on exploring reasons of Dalai Lama's failure in implementing New Policy Reform from the perspective of traditional Tibetan social system.This paper presents an in-depth study on the structural feature of traditional Tibetan social subsystems,of how those systems blocked the progress of New Policy Reform during its implementation.This paper is structured in 6 parts.The first part as introduction part,introducing research origin,research purpose and significance,review of related document,innovations of this paper.The second part is the first chapter,it explains historical background of New Policy Reform from perspectives of the historical background on intense rivalry between Russia and British Empire over the control of Tibetan territory and general policies for administering Tibet in Qing Dynasty;The third part is the second chapter,the driving forces specific contents and final result of the New Policy Reform are stated in this chapter.The fourth part is the third chapter,Study on the structural features of each subsystem including political,economical,religion,and educational subsystem that compose the whole traditional Tibetan social system,The fifth part is the fourth chapter and also the key part that elaborates central theme of this paper.Starting from analyzing structure characteristics of Tibetan traditional society,then select three key contents of New Policy Reform,including military integration,industry development and foundation of Western education system,and diving into the further elaboration on the structural resistance towards 13th Dalai Lama's New Policy Reform during its implementation.The last part is the conclusion part which summarizes and reviews the whole paper.
