The Communist Party of China was not a party in power during the period of War of Resistance, thus the foreign affairs and activities that she was engaged in were launched by an unofficial way. Strictly speaking, these were not really some formal diplomacy, however, which played an important role in uniting some peace-loving forces to support the Chinese War of Resistance. "During most of the time from 1937 to 1945, the strongholds of the CPC had already been blockaded by the real military protective screen formed by lots of pillboxes and guard posts." It is very difficult for the CPC to develop her foreign affairs.In the whole period of the War of Resistance, the CPC, according to the changes of the macro international situation and for the sake of the interests of Chinese people and nation, safeguarded and developed the United Front of Anti-Fascist and thus adopted different policies to the U.S.A. in different periods. Before the breakout of the Pacific War, no matter how the CPC considered the U.S.A. and what policies she adopted to it, the connection between the CPC and the U.S. government was weak. And there was almost no contact between them except that Carlson visited some stronghold. There existed some objective and subjective reasons. In the earlier period of the War of Resistance (1937-1939), the CPC hoped that the U.S.A. could support and assist her in the war by establishing some bund relationship with it to resist Japan. After April of 1939, the CPC's knowledge and policy on the U.S.A. changed, and began watchful and against about the "orient Munich" action of America. As the attitude of the U.S.A. on Japan was becoming tough, the CPC lodged the strategy of "employing the conflict", and thus applied some positive tactics in the Southern An'hui Incident.After the breakout of the Pacific War, the CPC, considering the need of co-resisting Japanese Fascist with the U.S.A. and the problem existing in the relation between Kuomintang and the CPC, adjusted her policies on the U.S.A., which became more positive and flexible than before. The period from the breakout of the Pacific War to Japan's unconditional surrender was important in the history of theWar of Resistance and the development of the CPC-U.S.A. relation, which could be divided into two stages. The first stage was from the breakout of the Pacific War to March of 1945. The CPC sought to cooperate with the U.S.A. to resist Japan actively, presenting the situation of friendly cooperation. And it was the trip of the United States Army Observer Group to Yenan that pushed the relation between the CPC and the U.S.A. to a peak for a time. The second stage was from April to August in 1945. The CPC, while cooperating with the U.S.A., took the "one-side" policy, criticizing sharply the U.S.A.'s support of Chiang Kai-shek to resist the CPC.The relation between the CPC and the U.S.A. is always a charming and disputable subject. Based on the policy change of the CPC on the U.S.A. during the period of the War of Resistance, this dissertation explains emphatically changes and the reasons existing in them. And by putting such changes in different stages in order, the author of the thesis hopes that this can be more or less beneficial to the study on the subject.
