This paper presents a fairly detailed discussion of the necessity of integrating information technology and constructing a digitized evaluation system for learners who study Chinese as a foreign language, for the current evaluating field has many unsolved problems. This digitized evaluation system is actually a computer system, which designed for the purpose of dynamically evaluating the learners by ways of both qualitative and quantitative analysis.According to the theory of learning and educational evaluation, we have defined the evaluated object, subject, content, the frame of target system and the target proportion by means of questionnaires and AHP. The evaluation system is completed with the technology of network database and webpage designing, so its characteristic is that it can show the whole studying course and result of the learners in the form of e-portfolio.As soon as being designed and used, the digitized evaluation system will take great achievements, such as learners can both improve their Chinese levels, and study Chinese no longer for the purpose in passing exams but for they are interested in. This evaluation system is also a meaningful attempt to reform the traditional ways of evaluating in the field of teaching Chinese as a foreign language.
