Guangdong Province, The Initial Establishment Of The Civil Servants Mental Quality

This study explores the framework and content of vocational mental qualities for Chinese civil servants. The study focuses on the key ingredients of mental quality for the work of the local government in China. The purpose of this research is to set up a scientific and practical Vocational Mental Qualities Scale for the Civil Servants.About 2000 civil servants were random sampled as the subjects. They were distributed into three parts, such as the prepared research, the preceding research and the formal research. By literature analyzing, job analysis, interviewing, survey, and with some statistic methods such as item analysis, factors analysis and analysis of variance, a Vocational Mental Qualities Scale for the Civil Servants in Guangdong province was made up.The results of this study indicated that there were eight evaluation criteria of the vocational mental qualities for Chinese civil servants in Guangdong province, they are applicability, conscientiousness, stability, career commitment, self-efficacy, self-assurance, acceptance, and altruism. The whole scale has good consistency reliability and the Cronbach's alpha coefficient is 0.9071. All the Cronbach's alpha coefficients of the eight measurements ranged from 0.6711 to 0.8161. And the measurement of content-related validity and construct validity reaches to an idealized level.Base on the differential validity analysis of the Vocational Mental Qualities Scale for the Civil Servants in Guangdong province. Eight measurements are different from ages, work hours, and educational levels. So, we consider that the scale has good criterion-related validity.
