This thesis mainly discusses the system and culture's influence and function to the music exchanges between Central Plains and the Western Regions before Tang Dynasty, based on their music exchanges channels and communication methods with angel view on music exchanges in the official system and culture.Central Plains and the Western Regions' bilateral exchanges can trace back to the period of pre-Qin Dynasty according to historical data shows. In some research works, the bilateral exchanges channels between Central Plains and the Western Regions are composed of official and civilian mode, and my thesis is based on the official exchanges. In my opinion, the political strategies by the dynasties in the Central Plains to the Western Regions are the important system background on diversified cultural exchanges. The Han and Tang Dynasty were regarded as the acme of centralization of state power, as a result, musical culture was regulated and restricted by the prevailing concept of centralization, and the conduct of music employing led up to varieties according to the constraints by the official system culture, therefore, manifold and significant musical culture exchanges in broad scale were closely linked with the effects of official strategies, "musical membership system", subject to the official strategies and served to it, became a musical culture...
