This paper is textual research of history on the basis of collecting Chinese, Mongolian and Tibetan historical materials. The author combine inscriptions attained by on-the-spot investigation in Inner Mongolia and Beijing with fragmentary research on this subject by predecessors, makes a systematic study, analysis and evaluation on the politics of Ming dynasty on local governments of Tibet and Mongolia in the late 1600's. It is well know that Mongolian was the biggest enemy to the Ming dynasty, especially to the former Ming emperors. They worked out a lot of politics to deal with them. But those polities on Mongolia were not much useful on the danger of Mongolian's military power. In the middle of Ming period, the central government changed its politics on Mongolia by Buddhism. They thought that Buddhism was a useful toolfor controlling the leader of Right-wing Mongolia--Altan-Khan andhis followers. So, The Ming government helped Altan-Khan finished his meeting with The third Dalai Lama on Yanghua Temple.The paper includes three chapters. The first chapter discuss three questions: 1) The former politics of Ming dynasty on Tibetan and Mongolian regions; 2) It is not useless that Ming controlling Mongolia by military power or isolated politics. 3) It points out that the changing situation on the areas of Qinghai Lake after the Mongolians entered. Thesecond chapter concludes that Buddhism acted as a bridge between central government and Mongolian regions on political management, economic interchanges and cultural communication etc. It is considered that Buddhism as one of the most important politics which applied to manage the Tibetan regions and Mongolian regions in Ming dynasty by this research. The third proves that the situation of the areas around Qinghai Lake was much better after the meeting of Yanghua Temple. The total situation of the North was peaceful, although there were some conflicts between the Ming local governments and West-Qinghai Mongolians.
