PandectThe issue of ability and morality can be dated back to long ago as a public one to search for the quality criteria of idea person. During the period of Han Wu Emperor, the issue was deepened by Dongzhongshu's ideas about politicians with the theory of humanity. At the end of Han Dynasty, Literati and officialdom and scholars objected to the grab of the empress'relatives and ennuches, which reflected the crisis of traditional ideas about ability and morality. Thus people began to think theoritically about the contradictions between the traditional ideas about ability and morality and the reality.The mainstream concept of political integrity and ability in the time of Huan Di and Ling Di corresponds to the requirement of the style of political integrity and ability of Confucian stratum's idealism for the combination of the superficials and the essentials. And the concept of political integrity and ability at the time of Jian'An developed into realistic ability upmost. In the process, the establishment at the end of Han Dynasty goes after politicians' right of determination, which is the mirror that characteristics of stratum and times of the concept of political integrity and ability and issues of political integrity and ability integrate from the aspect of philosophy at generality and speciality, abstractness and concreteness. In a word, the issue of ability and morality contains deep meanings of ideology and culture, hidden behind politics, which assumes the philosophy of the times at the end of the Han Dynasty. And the conmtation of the theory of human nature according to philosophy at the end of Han Dynasty is the integration of individual target and social standard, the evolution on prescription of human, which demonstrates that Chinese philosophy adapts itself to that times, which serves a connecting link between the precedings and the followings.The academic circles discuss the DangguZhihuo of Eastern Han Dynasty, from the point of literati and officialdom, which shows an attitude of belittling the eunuch class. The purpose of this article is to break through the traditional ideas, to reexpound the Danggu Zhihuo from the view of the lower people, who strived for a higher social status through the reconstruction of criterion of politician.SubdivisionOn Cai Yong's Opinion Upon Ability and Moral IntegrityIn the past dynasties Cai Yong was passed different judgements about his idea of moral integrity, Which provided us with two possibilities of his perspective, The article aims to reveal his real opinion upon moral integrity of politicians. Succeeding to the Confucian main ideas of Jingmingxingxiu, that is with both political integrity and ability, followed by the successor of the eunuch class, CaoCao's main ideas of choosing none but the intellect, Cai Yong's opinion upon ability and moral integrity is conservative and innovatory, which is therefore of significance for looking at the criteria of the society to political leaders during the trassitive period before Jian'An. On Zhong Changtong's Opinion Upon Ability and Moral IntegrityZhong Changtong was a scholar deeply affected by Confucian .The paper is, from his special social status, to expound the opinion about political integrity and ability in Jian'An times through the research on his agreement on CaoCao's ideas of choosing none but the intellect, and his objection to the Confucian stratum's opinion, making use of personnel by virtue. Abscrbed into the mainstream opinion upon ability and morality, he saw the overcomes of virtue criteria, offered a proposal concerning reforming the society by the capable, and reinterpreted the politician criteria—basis of the Confucian's existense, so as to refute the Confucian's role as the traditional authorities. On the ideas of Ability and Moral Integrity in QingyiQingyi, the trend of thoughts at the end of Han Dynasty, is an ideological debate on how to save the political and cultural society, held by the increasingly mature Confucian of Han Dynasty. The section aims to explore the influence of Qingyi on the mainstream opinion upon ability and morality at the end of Han Dynasty. There existed two different styles, the gentle one of protecting home, and the radical one of destruction of home for the country. The Qingliu group gave two explanations on criteria of the politician's virtue, which consist of rich meanings of the Confucian's ideas of Ability and Morality, which in lower class, Guo Tai and Xu Shao studied the criteria from different angles, which led to the way of the association with another two problems of the important and unimportant, concept and objective beings. The arguments led by the two scholars, maintained the tradition of Confucian's on the basis of the denial of the radical criteria of the upper class. Conclusion : Expound the basic ideas of the problem of Ability and Morality.
